Dr. Marie‑Roseline Darnycka Belizaire is a Haitian-trained physician and seasoned global health leader, currently serving as the Representative of the World Health Organization (WHO) to the Central African Republic (CAR) and Head of the WHO Diplomatic Mission there. Her career spans more than two decades and multiple continents, including frontline roles in outbreaks of Ebola in West Africa and the Democratic Republic of the Congo, yellow fever and Rift Valley fever in Mauritania, and the COVID-19 response in CAR.
Dr. Belizaire earned her medical degree in Cuba and holds advanced qualifications in public health, epidemiologic investigation, and a master’s-level degree in public health, supported by a fellowship for senior global health leadership. Prior to her current posting, she led WHO emergency preparedness and response operations in several countries and worked in Europe on epidemic-preparedness initiatives across the Mediterranean region, sharpening her skills in integrating emergency response with health-systems strengthening.
