Dr. Paul Msanzya Zulu is a Consultant Physician and Infectious and Tropical Diseases Specialist with over 18 years of clinical experience and 12 years in public health emergency preparedness and response. He is Director Emergency Preparedness and Response at the Zambia National Public Health Institute (ZNPHI), where he leads the Public Health Emergency Operations Centre (PHEOC) and coordinates the Emergency Medical Team (EMT) program.
Dr. Zulu has played a pivotal role in Zambia’s response to emerging and re-emerging infections, including serving as National COVID-19 Incident Manager and currently as Incident Manager for mpox. His expertise spans clinical case management, epidemic surveillance, infection prevention and control (IPC), antimicrobial resistance stewardship, and WASH. He has also guided simulation exercises, capacity-building programs, and multisectoral outbreak responses. He has lead the development of legal frameworks for public health emergency financing in Zambia. He is recognized for his leadership and strategic contributions to strengthening Zambia’s health security.
